When I go to translate the plugin per these instructions:

I do not see the domain: admin_texts_

Do you know why this isn't being generated?

Hi,

Here is the new ticket. Some admin texts need to be added to String Translation to translate. You can go to WPML > String Translation > Click on "Translate texts in admin screen" > Search for the string and add it to String translation.
