The page language is being translated but it is not being translated.

This thread is resolved. Here is a description of the problem and solution.

Problem:
You are trying to translate a single-page website using WPML and encounter an error at the approval stage with the message 'This action does not apply to any of the selected translation jobs', causing the process to hang.
Solution:
We have recently released several fixes and improvements that might resolve this issue.
