You are trying to use the '+' icon to access string translation in WPML, but instead, a new site appears unexpectedly.
Solution:
The issue arises because your current WPML subscription, the Multilingual Blog, does not support String Translation. This behavior is expected with your current subscription level. To translate posts, pages, and other content types, your current membership suffices. However, if you need to translate strings from themes or content built with specific page builders, you will need to upgrade to the Multilingual CMS tier.
