This thread is resolved. Here is a description of the problem and solution.

Problem:
You are trying to use the '+' icon to access string translation in WPML, but instead, a new site appears unexpectedly.
Solution:
The issue arises because your current WPML subscription, the Multilingual Blog, does not support String Translation. This behavior is expected with your current subscription level. To translate posts, pages, and other content types, your current membership suffices. However, if you need to translate strings from themes or content built with specific page builders, you will need to upgrade to the Multilingual CMS tier. You can compare the features of different WPML subscriptions and find more information on upgrading here.

Background of the issue:
I am trying to click on the + at my sites to translate them using WPML. The issue can be seen at hidden link.

Symptoms:
Instead of accessing the string translation mode, a new site appears unexpectedly.

Questions:
Why does a new site appear instead of the string translation mode when I click the +?
How can I access the string translation mode correctly?

Hi there.

As you can see here (https://wpml.org/purchase/), the Multilingual Blog subscription doesn't have String Translation support.

So what is happening at the moment is expected.

You should be able to use this current membership if you want to translate posts, pages, post types, and other types of content but if you would like to translate content that is built with a specific page builder, or if you would like to translate strings that come from a theme, you would need to upgrade to the next tier ("Multilingual CMS") and pay the difference.
