Problem:
You are trying to activate the WPML Multilingual CMS plugin, but the installation process gets stuck and does not complete. When forcing activation, you encounter a fatal error indicating a redeclaration of the function

initialize_wpml_cache_factory()

.
Solution:
First, ensure you are using the latest version of WPML (4.7.6). Follow these steps:
1. Go to My Account → Downloads in your WPML account.
2. Download the latest version of WPML.
3. Install it on your site.
4. Activate the plugin.
If the issue persists:
- Temporarily deactivate all other plugins.
- Activate a default WordPress theme, such as Twenty Twenty-One.
- Try activating WPML again.
Important: Please remember to back up your database before making any changes.

Background of the issue:
I am trying to activate the WPML Multilingual CMS plugin. I attempted to install it several times, but the process gets stuck and never completes, leaving the plugin unactivated.

Symptoms:
The plugin installation process is stuck and does not complete, preventing activation.

This is what I get when I force the activation from the BlueHost panels :

Fatal error: Cannot redeclare initialize_wpml_cache_factory() (previously declared in /home1/ntewpwmy/public_html/wp-content/plugins/sitepress-multilingual-cms/tm.php:17) in /home1/ntewpwmy/public_html/wp-content/plugins/wpml-translation-management-transfer/plugin.php on line 30

Questions:
What are my options to resolve the installation issue?
