Please check the steps mentioned below: https://wpml.org/documentation/getting-started-guide/translating-menus/ Please remember with the method above only menus that the related pages of them are translated will show. So if you have a menu item that is linking to a page, that page should be translated. For items that have custom links you need to send them to automatic translation from string translation. Thanks,
