This thread is resolved. Here is a description of the problem and solution.

Problem:
The client is unable to activate the OTGS Installer because the WPML Multilingual CMS plugin is not installed.
Solution:
We recommend downloading the WPML Multilingual CMS plugin manually from our downloads page. You can find it here: WPML Downloads. After downloading, upload it to your site and activate the plugin. This should make the WPML menu appear in your dashboard.

If this solution does not resolve your issue, or if it seems outdated or irrelevant to your case, please open a new support ticket. We also highly recommend checking related known issues at WPML Known Issues, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. We imported OTGS Installer but its not possible to actvate this.

We also tried replacing the OTGS plugins via FTP — deleting the entire folder and uploading a fresh copy — but the issue still persists. So it doesn’t seem to be related to corrupted plugin files.

If WPML is already installed on your site, it is expected that the OTGS Installer plugin does not activate — it is no longer needed and can be safely deleted.

WPML includes its own built-in installer, so the OTGS Installer plugin is required only for the initial download and installation of the WPML plugins.

Yes we know tghis. But in this time we done all as usually but wpml is just not activates on site. All pluginds are installed and activated, but what is missing is WPML from left wordpress menu.

From what I can see, the main WPML Multilingual CMS plugin is not installed.
Please download it manually from the following page:
https://wpml.org/account/downloads/

After downloading, upload it to your site and activate the plugin. This should make the WPML menu appear in the dashboard.
