Background of the issue:
I have two languages set for automatic translation - Spanish and Amharic (Ethiopia), with English as the base. All the translations are completed and look fine in the admin. English and Spanish work perfectly.

Symptoms:
When clicking Amharic in the footer menu, it instantly creates a 403 error on any page.

Questions:
Why does clicking Amharic in the footer menu create a 403 error?
How can I resolve the 403 error for the Amharic language pages?
