unbelievable that you cannot even have private support here or post whenever you want something in private. everything by WPML is bad and made by people who dont think anything.
The way the support forum here works is that it is public, but you can ask for a private reply and we will do that and you will have an option for the next reply to provide the login information.
By the way, if you prefer for the whole conversation to be private we can do that also.
It will be visible to you and WPML supporters.

They both show the top admin bar at the front end of the website.

I use the WP Admin user. Maybe you use another user which the Toolbar option is deactivated there?
If so, please go to WordPress Dashboard > Users > Profile and you will see an option called "Toolbar" with a checkbox called "Show Toolbar when viewing site".
Make sure that the checkbox is checked and save the profile. Please check the screenshot.
