Background of the issue:
I am working on a site under development and using WPML. I have WordPress VIP hosting, and they recommended adding packages locally.

Symptoms:
I am getting this on my dashboard: 'WPML String Translation is attempting to write .mo files with translations to folder: /var/www/wp-content/languages. This folder appears to be not writable. This is blocking translation for strings from appearing on the site.'

Questions:
How do I download packages if I get this error locally?

Can please try the steps mentioned in the workaround here:
https://wpml.org/errata/hosting-with-read-only-folder-wp-content-languages-issues-with-wpml-string-translation/

That should fix the issue.

Please also look into the comments section, as some people are reporting different ways they have resolved this.
