Adding x-default to page without translation

jenniferM-27	Background of the issue: Our client has three languages on their site: English (default), Chinese, and Japanese (custom language using 'jp' in the slug). Some news posts are only available in Chinese and some only in Japanese. I used the workaround documented here https://wpml.org/forums/topic/hreflang-x-default-is-missing-from-some-pages-2/ to add the x-default tag. For Chinese, the x-default tag is added, but it is not being added for Japanese. Symptoms: The x-default tag is not being added for Japanese pages. Questions: Is there a reason why the x-default tag is not being added for Japanese pages?

Background of the issue:
