After import and export my translation flag isn't showing correctly on products

I have followed the documentation but still no luck. Symptoms: The translation flag isn't showing correctly on products. On the products panel, there is a + icon, and when I visit the products, the flag is not displayed. Questions: Why is the translation flag not showing correctly on products after import and export? Why is there a + icon on the products panel even though products are imported based on the language?
