This thread is resolved. Here is a description of the problem and solution.
Problem:
You are installing WPML on your website and assigning credits, but you do not see the automatic translation option in the translation management dashboard.
Solution:
If you're experiencing this issue, we recommend you try the following steps:
1. Navigate to WPML > Settings > Translation Editor and enable the Advanced Translation Editor.
2. Note that the Classic Translation Editor does not support creating automatic translations.
3. Once the Advanced Translation Editor is enabled, the Tools tab should appear at WPML > Translation Management.
If this solution does not apply to your case, or if it seems outdated, please check the related known issues at https://wpml.org/known-issues/, verify the version of the permanent fix, and confirm that you have installed the latest versions of themes and plugins. We highly recommend opening a new support ticket if the issue persists. You can do so at WPML support forum.
