This thread is resolved. Here is a description of the problem and solution.

Problem:
It is not possible to add a new language from the language settings menu because the Save button is not visible.
Solution:
If you are experiencing this issue, we recommend temporarily disabling your theme to check if the Save button appears on the add/edit languages screen. In the client's case, deactivating the theme made the button visible. If when you reactivate the theme the button disappears again, this indicates that the problem comes from the theme. No CSS rule was found in the theme that would hide the button, so we suggest contacting the theme developer to investigate the cause.

If this solution is irrelevant, either because it is outdated or because it does not apply to your case, we recommend opening a new support ticket. We also recommend that you review the related known issues, check the version of the permanent fix, and confirm that you have installed the latest versions of themes and plugins. If you need further assistance, do not hesitate to contact us at the WPML support forum .

Hi Lauren,

after checking the migration procedure. I am not ok with migrating our production website to 3rd party location. This goes against our security policies and we will be running a risk of duplicate website issues (there are some internal workings which might break, like event tracking).

Please provide a better alternative.

Hi Kamile, the next step is to test minimal settings, which we highly recommend testing on a staging site. Many hosting providers provide this feature for free, as does a plugin called WP Staging. Feel free to set up your own staging site, or if you don't want to do that, you can put your live site in maintenance mode and then we can run the tests there. Let me know what works best for you.

I have setup staging environment and have sent you two emails already. Can we move forward? It is really a serious issue for us and blocking our progress. Please send me instructions what needs to be done next or let's book a meeting for faster turnaround time.

When I try to log in to the staging site, I get the error "Error: The username wpmlsupport is not registered on this site. If you are unsure of your username, try your email address instead."

Please edit your previous reply if needed with the correct credentials. Also, if the staging site is not already in minimal settings, please let me know if it is okay to disable plugins/theme for testing.

Thanks for adding the user. I was able to log in and found that the issue is coming from your theme. When I temporarily disabled it, I was able to see the Save button on the add/edit languages screen. When I reactivated the theme, the button disappears again. I couldn't find anything in the theme CSS where it is set to display none, so I suggest reaching out to the theme developer to ask where this is coming from.
