Cannot register site using correct key

wernerT-3	Background of the issue: I just updated my local dev machine with the latest prod db and now I want to register this site as a 'developer site'. This I have done numerous times. When I go here: hidden link to register the site, and enter the valid key that I get from My Account, the answer I get from the API call is: Invalid site key for the current site. Symptoms: Invalid site key for the current site. Questions: Why is the site key invalid for the current site? How can I successfully register the site as a 'developer site'?

Background of the issue:
