This thread is resolved. Here is a description of the problem and solution.
Problem: The client was unable to activate the OTGS Installer plugin after downloading and attempting to install it multiple times. An error message indicated a failure to copy a specific file. The client had checked the CPanel configuration, which was correct, and the WPML plugin was not listed in the WordPress dashboard.
Solution: We requested temporary access to the client's site to investigate the issue. After gaining access, we found that the WPML plugin was ready for activation in the WordPress dashboard. We provided a direct link for the client to activate the plugin. Additionally, we explained the manual installation process, which involved using a file manager plugin to upload the WPML plugin zip file to the 'wp-content/plugins' directory, extracting it, and then removing the zip file and the file manager plugin itself. This process resulted in the creation of a new directory called 'sitepress-multilingual-cms' containing the WPML plugin files.

Already installed OTGS Installer plugin but can't activate it.
I performed the actions you recommended (downloading the plugin directly from https://wpml.org/account/downloads/, up to three times), and it was not possible to activate the OTGS Installer plugin.
This message appears: "Could not copy the file. sitepress-multilingual-cms/vendor/wpml/core-api/core/Entity/LanguageMapping.php"
I have checked the configuration from CPanel, and everything is correct (with maximum levels in some cases).
What else could it be? Would it be helpful if I share access to the WordPress dashboard of the site?
Via cPanel, you could use the "File Manager" tool to navigate to the /public_home directory > then to the folder that contains the site files > wp-content > plugins > and here, you could upload the zip file that you downloaded from our site (the latest one from here - https://wpml.org/download/wpml-multilingual-cms/?section=changelog) > then, while you are still in the /plugins directory, you could extract the zip and that will create a new folder called "sitepress-multilingual-cms".
This is exactly the folder that contains the main WPML plugin.
This will practically allow you to manually create the plugin folder with the complete set of files needed to run WPML.
After that, you should be able to go to your site's backend > Plugins > and you should see the WPML plugin > and you should be able to activate it.
But nothing happened. No WPML plugin listed on plugin dashboard.
I would like to request temporary access (wp-admin and FTP) to your site to take a better look at the issue. You will find the needed fields for this below the comment area when you log in to leave your next reply. The information you will enter is private which means only you and I can see and have access to it.
Our Debugging Procedures
I will be checking various settings in the backend to see if the issue can be resolved. Although I won't be making changes that affect the live site, it is still good practice to backup the site before providing us access. In the event that we do need to debug the site further, I will duplicate the site and work in a separate, local development environment to avoid affecting the live site.
- Please make a backup of the site files and database before providing us access.
- If you do not see the wp-admin/FTP fields this means your post & website login details will be made PUBLIC. DO NOT post your website details unless you see the required wp-admin/FTP fields. If you do not, please ask me to enable the private box.
Have no worries. Probably you didn't had the chance to work too much with WordPress and the way plugins can be installed manually (+uploading zip files and extracting zip files on the server).
It takes a bit until you learn this but then, it becomes super easy ๐
I installed a "file manager" plugin, I activate it, I then removed the OTGS Installer as we did not needed it, I uploaded with the file manager plugin the zip file containing the main WPML plugin in the "site-files-folder/wp-content/plugins" directory, I then extracted the zip file, removed the zip file and that's it ๐ at the end, I also uninstalled + removed the "file manager" plugin.
Now, inside the "site-files-folder/wp-content/plugins" directory, you have a new directory called "sitepress-multilingual-cms" that contains the files of the WPML plugin.
