I watched it, and now I understand that you were unable to replicate the issue with a new template.
1. Is this correct?
2. In other words, does this problem happen only with templates you created in the past?
3. When did this problem start?
4. Did it start after you restored your site from a backup or migrated it from another server?
If the answer to the last question is yes, then it might be a problem that occurred during the restoration process.
In general, I suggest, as you said, sending only the templates that need to be translated.
