This thread is resolved. Here is a description of the problem and solution.
Problem:
The client needs to clone a staging website to a live website and is using WordPress with the Divi theme. They have different WPML keys for the staging and live URLs.
Solution:
We recommend using the Duplicator plugin to migrate your site. You can find the plugin here:

After migrating, you should register WPML on your new site with a new key. To do this:
1. Log in to your WPML account.
2. Go to the "Sites" page: https://wpml.org/account/sites/
3. Remove your old site/domain.
4. Add your new site to receive a new key.
5. Enter the new key on your site under Plugins > Add new > Commercial.
