This thread is resolved. Here is a description of the problem and solution.

Problem:
You are trying to use newly assigned prepaid credits on your dev site, but only see the remaining credits from before the new assignment.
Solution:
We recommend registering your staging site with a new site key to ensure that credits are properly synced:
1. Navigate to Plugins → Add New and click the Commercial tab. Then click Unregister WPML from this site.
2. After the page loads, click on Register WPML. You will see a message asking you to enter the site key. Click on Get a key for this site.
3. Copy your new key and paste it in the Commercial tab. Once done, you can delete your old site key in your WPML account.

If this solution does not resolve your issue or seems irrelevant due to being outdated or not applicable to your case, we highly recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. Background of the issue:
I am trying to use prepaid credit on the dev site, which I assigned on my wpml.org admin dashboard to that site.

Symptoms:
I expected to see newly assigned prepaid credits available on the site, but instead, I got remaining credits from before the assignment of new credits.

Questions:
Why are the newly assigned prepaid credits not appearing on the dev site?
How can I ensure that credits are properly synced with the site?

Thank you for contacting WPML support.

What is the domain of the site where you have assigned credits?

I've enabled debug information for this support ticket. Please refer to this link for instructions on how to retrieve this information from your site and provide it to us: http://wpml.org/faq/provide-debug-information-faster-support/

I recommend registering your staging site with a new site key.

1. Go to Plugins → Add New and click the Commercial tab. Click Unregister WPML from this site.

2. Once the page loads, click on Register WPML. A message asking you to enter the site key will appear. Click on Get a key for this site.

3. Finally, copy your new key and paste it in the Commercial tab. When done, you can delete your old site key in the WPML account.
