This thread is resolved. Here is a description of the problem and solution.

Problem:
The client is unable to allocate WPML credits on their site, receiving a message that no credits are available.
Solution:
We adjusted the credits for the client. If you're experiencing this issue, we recommend checking if the credits are now available. Additionally, if you move your site from staging to production, or if there are changes in the site URL or server, you will need to create a new site key at wpml.org and register the site again.

Please note that this solution might be outdated or not applicable to your specific case. We highly recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. If the issue persists, please open a new support ticket at WPML support forum.

Take note, that of you move the site from staging to production and the site URL and/or server change, you will need to create a new site key on wpml.org and register the site again.
