There's been a pretty full queue these days but things should now move faster in this ticket.
In regards to your question, the only way I would see that process happen faster would be to find a plugin that would duplicate your current plugin so that you would duplicate it in other languages but I don't know of that type of plugin at the moment.
There are a couple of menu duplicator plugins here (hidden link) but I am not sure if they could be used to duplicate a plugin into another language.
I do understand that for this specific situation you are in and what you need to accomplish, it would consume a bit more time for you to create menus in other languages but there's no way to manually edit them as long as you don't create them first (or have them duplicated somehow).
