1) INDEX.PHP is a file so of course it won't show as "translatable" (i don't really know what you want to translate from that page), it's normal because it has nothing to do with the content that should be translated and that file should not be touched or modified as per WordPress rules.
2) You keep talking about "our bugs" but so far i keep asking you where are they, if you can show them to me and you keep mentioning an "index.php" file. the rest was already fixed.
The content that you are missing is likely coming from the forum plugin and remember when i mentoned that some plugins sometimes delete configurations when you disable them? this might be one of these cases and the reason why i asked you SEVERAL times if you had backed up your site and if i COULD disable plugins or not (and i also mentioned this in one of the videos)
