This thread is resolved. Here is a description of the problem and solution.

Problem:
The client is experiencing an issue where WPML requires content to be translated twice, leading to a loss of translation credits.
Solution:
We have investigated the issue and found that this behavior is expected. Repetitive content cannot be merged into a single translation segment because there's no guarantee that the translations should be identical. Differences in formatting mean the content is treated as unique and translated individually, resulting in separate credit charges.

If this solution does not apply to your case, or if it seems outdated, we recommend opening a new support ticket. We also highly recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. Symptoms:

Thank you for your patience. I've received feedback from our 2nd Tier Support, and here's what they shared:

This behavior is expected. Repetitive content cannot be merged into a single translation segment because there's no guarantee that the translations should be identical. Even if the text appears the same, differences in formatting mean the content is treated as unique and translated individually, resulting in separate credit charges.

As compensation for the additional credits used, we’ll be adding 10,000 credits to your account.

Thanks for your answer!

Actually I found other occurrences of this misfunctioning, hope the 10000 credits will cover the discrepancies!
