Background of the issue:
I am working on a site under development and using WPML for translation. I previously reported an issue where WPML requires content to be translated twice, leading to a loss of credits. Although support closed my previous ticket and offered 10000 credits, the issue persists. For example, translating a new post into one language requires 5000 credits.
Symptoms:
WPML requires content to be translated twice, resulting in excessive credit usage.
Questions:
Can you please shed light on this problem?
Please review the support's previous answer before responding.
The screenshots I sent were taken after I received the credit.
I can look up and send the links to the pages if needed.
I have realized that the support team assumed there was duplicate content sent for translation on my side, but it's not the case: WPML interface duplicates sections of a page on its own.
The example you have is sufficient, thanks for clarifying. I'm checking with second tier and will be back as soon as I need or have new information. Thank you for your patience.
Yes, it usually takes a few days for them to analyze and get back. We've force updated some of your content, to remove the duplicated segments. I've checked on the hidden link page, and the issue was resolved.
Please let me know if you find any other occurrence of this issue, or if you have any other questions.
Thanks for your answer.
Actually, the problem is not resolved. For some reason there's no duplicate on the article you have checked, but on all the other blog articles, the segments are still repeated twice in the wpml editor.
Thank you for sharing. In this case, please send me a couple of examples (3 ideally), so we can test different solutions and check if they actually work globally in your website. I know this is taking some time, so I really appreciate your cooperation on this matter.
The post's URL, as well as a screenshot showing which segment showing duplicated.
Here are the screenshots (couldn't upload more that 4) and addresses you requested.

Actually, I think I understood the problem.
These blog post were exported from another WP website, where they were done with the WP editor. On my current site (the one you know), I have rewritten these posts using Elementor.
It looks like for some reason, WPML sees the previous content, which he identifies as "Classic text" as opposed to "Text" which the one edited with Elementor.
This would explain that on the article the second tier "cleaned" as you labeled, the old content from WP was removed.
i have no news from the 2nd tiers. The ticket I opened with you is the second related to this problem, so it's now about 3 weeks I'm waiting for a solution...
On the site it says that it is quicker to open tickets one by one, but I have deadlines and other questions with WPML, so should I open a new one?
I'm checking with 2nd tier if there's any update on the progress of your ticket. I apologize, that it's taking us a while to find a permanent solution to your issue. This situation is a bit unusual and falls outside our regular debugging workflow, so it's taking longer than usual I'll let you know once I hear from them and appreciate your patience.
Regarding the other issues, yes, please open new tickets for them. This way, we can work in parallel.
