I have set up multiple languages which should all be duplicated. I went into "Translation Management", selected a page of content, selected "Duplicate Content" for all languages at the bottom, then clicked "Duplicate". The message "You successfully duplicated your content." is shown. However some of that content still shows the "not translated" icon for some languages.

In some cases I can navigate to that duplicated content, and it has actually been duplicated. Other content, I receive an error 404 when I attempt to visit it.

Re-trying the duplication has no effect.

I have performed the same setup on our staging site and it worked perfectly.

Could you please assist?

I solved this, turns out it was related to this bug: https://wpml.org/errata/fatal-error-invalidargumentexception-element_id-and-type-do-not-match/
