Background of the issue:
We have Elementor header and footer plugin, we have this translated to each language, but still, on every language we always have the default language header and footer. We don't know how to make it change on each language as it should be doing.
Symptoms:
Elementor header and footer not switching on languages.
Questions:
How can we make the Elementor header and footer change on each language as it should be doing?
We already checked that documentation, the Elementor Header and Footer are translated on each language, we opened the translations on the elementor-hf and translated each version (the view is like a elementor page)
But we think that, since we have the Header and Footer on spanish (default language) on visibility on All website, it applies to all languages.
The different headers are translated on the same template.
We tried on the String translation, search for our HEADER-ES and change to HEADER-EN, but it doesn't exist
The other thing we tried is with the ID
Search ID 4014 (header es) and change the IDS on each language. It doesn't exist on the string
If we filter by elementor-hf we will only have available to translate strings from admin configuration

I've noticed that there were some plugins that require updating (Elementor included), I suggest you proceed with the necessary updates and check if the issue persists.
* Note: Please make sure you have a full backup of your website before making any updates/changes to your website.
The Elementor update is necessary as there are various changes from v3.11.2 that you have installed with the latest version v3.21.8. I would suggest updating the PHP version to at least v7.4.x and after the Elementor version (you might need to contact the hosting support team about that).
After performing all the updates then please check if the issue persists.
* Please note that in many cases issues are fixed during the updates of plugins, and in your case it might be that the Elementor version you are using creates conflicts/compatibility issues with the WPML version you are using or even with some other plugin.
