Background of the issue:
I'm trying to connect translated products to categories, but the selected categories will not stick.

Symptoms:
The selected categories for translated products are not being saved.

Questions:
Why are the selected categories for translated products not being saved?
Is there a specific setting or step I am missing to connect translated products to categories?

Hello,

By default, the categories for posts (or products) will always be synced from the original post to the translated post.

If you would like to assign manually different categories to translated posts, you will need to go to WPML > Settings > Posts and pages synchronization and deactivate the option "Copy taxonomy to translations".
