Background of the issue:
I bought WPML translator to translate my website from English to Romanian.
In the Blog section, the text appeared 2 times instead of having a herobanner and text.
A supporter from the WPML team tried to solve the problem by connecting to the website and replicating the site after I created a full website backup.
He mentioned that a text was added here: hidden link and I need to remove it. I did this, but the website looks exactly the same. The issue can be seen here: hidden link
Symptoms:
The text in the Blog section appeared 2 times instead of having a herobanner and text. After following the supporter's instructions, the website looks exactly the same.
Questions:
Why is the text in the Blog section appearing 2 times instead of having a herobanner and text?
What can be done to solve this error that has persisted for almost a month?
I have reviewed the previous thread you had with my colleague I would like to request temporary access (wp-admin and FTP) to your site to test the issue.
(preferably to a test site where the problem has been replicated if possible)
**Before we proceed It is necessary to take FULL BACKUP of your database and your website. Providing us with access, you agree that a backup has been taken **
I often use the Duplicator plugin for this purpose: http://wordpress.org/plugins/duplicator/
You will find the needed fields for this below the comment area when you log in to leave your next reply.
The information you enter is private which means only you and I have access to it.
NOTE: If access to the live site is not possible and the staging site does not exist please provide me with a duplicator package created with the duplicator plugin.
The blog post uses theme options to display the styling.
Within the theme options at the top, you can use the language switcher and switch to RO, you will notice the warning from the theme developers.
"Please do not save the Theme Options while operating within any secondary languages. To translate specific values, please utilize the String Translator. More info."

The reason I am bringing this up is that your WPML license does not come with WPML String Translation, therefore there is a high chance the compatibility between Uncode and WPML is not as it should be.
Now regarding the header:
In the theme options (Under English) you will see that it's set to use a "Content Block" called "Header | Post Version one"
Navigate to Content Block -> Page 3 -> you will locate header | post version one, make sure to add the translation to it.
Once done check your blog again and let me know your results.
At the moment since there is no translation the theme options are not using a content block in Romanian thus the broken layout.
The most important fact to take from my reply is the following:
"There is no translation the theme options are not using a content block in Romanian thus the broken layout."
This explains why it's broken.
Therefore, we need to add the translation :).
To make this easier to understand I have recorded a loom video of myself working through this issue and trying to explain my steps as much as possible.
Please review: hidden link
Also, note that duplicating the content block helped resolve the issue 🙂
