Background of the issue:
I'm trying to display all available translations on the site's home page. This had been working previously.
Symptoms:
Logged out visitors only see the 'English' option in the menu. If I'm logged in as an administrator, I can see all the language options. I thought maybe it was a caching issue, but clearing it didn't appear to help.
Questions:
Why are logged out visitors only seeing the 'English' option in the menu?
Why can I see all language options when logged in as an administrator?
