This thread is resolved. Here is a description of the problem and solution.
Problem:
How to test WPML on a staging site and migrate to a new website.
Solution:
If you're experiencing the need to test WPML on a staging site and plan to migrate to a new website, we recommend the following steps:
1. Generate a staging/dev WPML site key from your WPML account.
2. Use the generated key on your staging/testing site.
3. For migrating your site, use the Duplicator plugin, which you can find here: https://wordpress.org/plugins/duplicator/.
4. Consult the Duplicator plugin documentation here: https://snapcreek.com/duplicator/docs/.
5. Watch a tutorial on how to use Duplicator here: https://www.youtube.com/watch?v=3YDQ3Ey_2wY.
6. After migration, register WPML on your new site and enter the new key by removing your old site/domain from the WPML account and adding your new site to generate a production key.
Please note that this solution might be irrelevant if it's outdated or not applicable to your case. We highly recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins.
