This thread is resolved. Here is a description of the problem and solution.

Problem:
The client wanted to install and activate the WPML Sticky Links plugin after initially installing only the core plugins. They encountered an issue where the OTGS Installer would not stay activated.
Solution:
We recommended manually downloading the WPML Sticky Links plugin using the provided link. After downloading, the client should navigate to the WordPress admin area, go to Plugins > Add New, and click on the Upload button at the top of the page to install the plugin.

If this solution does not apply or is outdated, or if you're still experiencing issues, we encourage you to check the related known issues, verify the version of the permanent fix, and confirm that you have installed the latest versions of themes and plugins. If necessary, please open a new support ticket in the WPML support forum.

Hi,

Upon initial installation I chose to only install the 2 core plugins that are required. I would now like to install and activate the WPML sticky links plugin.

This may be a silly question but could you please assist me with how to do so?
I tried re-activating the OTGS installer but when attempting to do so, it returns to a de-activated state.

Assistance would be greatly appreciated. Thanks

You can then go to Plugins > Add new and click on the upload button, in the top of the page. Let me know if that works for you.
