Please try the following steps after creating a full site backup and verify whether the bug exists or not.
1) Upgrade to the latest version of WPML (4.8.1 series).
2) Update the page in the original language after a minor edit in the content to refresh the translation settings.
3) Try translating the page again.
If the issue persists, please share the URL of the page where the problem occurs. Also, visit WPML >> Support >> Advanced Translation Editor >> Error Logs and check if any recent warnings are displayed.
