This thread is resolved. Here is a description of the problem and solution.

Problem:
After updating the website and all pages with WPML, the client is unable to activate the OTGS plugin. The client is also trying to update the Development to Production site.
Solution:
If you're experiencing issues with activating the OTGS plugin after updating your site, it might be due to existing traces of WPML in your database or a potential hosting/server conflict. We recommend trying the following steps:
1. Manually download the plugins from https://wpml.org/account/downloads/ by selecting "I want to download manually" at the bottom. Then, navigate to your site's backend > Plugins > Add new > Upload, and upload and install the zip files one by one, starting with the "sitepress-multilingual" zip package.
2. To switch the key from dev to production, generate a new PRODUCTION key at https://wpml.org/account/sites, copy the key, and then go to your site's backend > Plugins > Add new > Commercial. You might need to first unregister from the old WPML key and then register WPML with the new production key.
3. If you see a notice saying "this is a staging/development site" in the footer area, ensure that you also clear the website cache (local/server/CDN caching).

Background of the issue:
I updated my website, and all the pages with WPML. I try to install OTGS to update Development to Production site.

Symptoms:
The OTGS plugin doesn't update to active.

Questions:
Why can't I activate the OTGS plugin?
Is there a specific step I am missing in the OTGS installation process?

Hi there,

The OTGS Installer is an installer-helper type of plugin. You can find more information about what it can do here: https://wpml.org/faq/uploading-wpml-error-message/#upload-wpml-to-your-site-using-the-otgs-installer-plugin.

If you already have WPML installed on your site, or had it installed before and there are traces of WPML in your current database, that might be one reason why it can't be activated.

There's also a slight chance that the hosting/server might conflict somehow with it.

Alternatively, you can manually download the plugins directly from here (https://wpml.org/account/downloads/ - select at the bottom "I want to download manually"). Then, go to your site's backend > Plugins > Add new > Upload, and upload and install the zip files one by one, starting with the main "sitepress-multilingual" zip package.

It seems that you are trying to switch the key from dev to production.

To do this, you need to go here (https://wpml.org/account/sites), generate a new PRODUCTION key, and then copy the key. After that, go to your site's backend > Plugins > Add new > Commercial.
