This thread is resolved. Here is a description of the problem and solution.

Problem:
After copying a site to a new URL and registering it with WPML, the client encountered an error stating 'Translation engines cannot be loaded'. The client attempted to resolve the issue by using the 'Force-enable WPML’s Advanced Translation Editor' button on the WPML Troubleshooting page, but the error persisted due to the browser blocking access to WPML servers.
Solution:
If you're experiencing a similar issue after migrating your site, we recommend checking the following:
1. Ensure that you selected the correct option in the migration banner that appears in the site's backend after copying/migrating the site.
2. Verify your plugins/server configuration to confirm that there are no firewalls or security rules preventing your site from communicating with our servers.

Please note that this solution might be outdated or not applicable to your specific case. If the problem persists, we highly recommend checking the related known issues, verifying the version of the permanent fix, and ensuring that you have installed the latest versions of themes and plugins. If you still need assistance, please don't hesitate to open a new support ticket in the WPML support forum.

I copy my site to a new URL, register the new site in my WPML account. The first site is working ok, but the second give the error "Translation engines cannot be loaded".
Then, I went to WPML Troubleshooting page, click the button labeled Force-enable WPML’s Advanced Translation Editor. But the errors remains.

Hello,
Thank you for contacting us

There are two things to check in this scenario:
1.- When you copied/migrated the site you have to select the correct option in the migration banner that appears on the site's backend.
2.- You must check on your plugins/server configuration and make sure there is no firewall or security rule that stops your site from reaching our servers.

Regards,
Carlos

The browser was blocking the access to WPML servers. Thanks.
