There could be an error when editing the language switcher so you see the blank page. Please enable WP debug, edit the language switcher again to see the issue and share the error log with me.

I also suggest you enable a minimal environment as below and see if it helps:
- Deactivate all non-WPML plugins.
- Switch to a standard theme of WordPress.
