This thread is resolved. Here is a description of the problem and solution.

Problem:
The client is trying to register WPML using a Site key on a localhost and encountered an error message indicating an issue with parsing data from the service response.
Solution:
1. Check if your site's Firewall is blocking important connections. You can follow the steps provided in this guide: Firewall troubleshooting guide.
2. Navigate to "Dashboard>>Updates" and click the "Check again" button to refresh your connection.
3. If the error persists, review the Installer support log for any errors by following these instructions: How to check the Installer support log. If you find errors, please share a screenshot with us for further assistance.

If this solution does not resolve your issue or seems irrelevant due to being outdated or not applicable to your case, we highly recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. This problem often happens when a site's Firewall blocks access to important connections. Please follow the steps in this link to see if it helps:

If the problem continues, please go to "Dashboard>>Updates" and click the "Check again" button.
