This thread is resolved. Here is a description of the problem and solution.

Problem:
The client needs to modify the Elementor design specifically for the Hebrew language version of their site, including moving text blocks, changing text sizes, and possibly colors, without affecting the English version.
Solution:
We recommend two approaches to address this issue:
1. Disable the WPML Translation Editor and use the default WordPress Editor or Elementor to edit the translated page. Here are the steps:
- Open the page in the default language in Edit mode.
- Enable the "WordPress Editor" from the Languages metabox.
- A popup will appear, prompting you to choose whether to apply this setting to just the current page or all pages. Select the option that best fits your needs.
- Click on the translation icon for the secondary language. This will open the page in the default WordPress Editor, where you can edit your translation as you did in the default language.

2. Alternatively, you can try to change the position, color, or size using custom CSS by utilizing the :lang pseudo-class. For more information on how to use this, visit: W3Schools :lang selector.
