This thread is resolved. Here is a description of the problem and solution.

Problem:
The client is unable to add a site key to their new development website hosted locally on a MacBook. Despite trying various troubleshooting steps like downloading the latest installer, disabling the firewall, deleting and creating a new site key, and using a VPN, the site key is not accepted, and the error 'Unable to parse data from service response' appears.
Solution:
If you're experiencing similar issues with adding a site key on a localhost setup, we recommend following these steps:
1. Review the recommendations in this public ticket: https://wpml.org/forums/topic/unable-to-parse-data-from-service-response-46/
2. Navigate to WPML > Support > Installer support in your WPML dashboard and click the 'check' button. Check if there are two green check icons at the top. If there are any red X-ses, it might indicate a block on our end.
3. If you see red X-ses, share your IP with our support team so we can check for any blocks.
4. Our Systems team may need to intervene if there is an IP block, as was the case here, where after intervention, the issue was resolved.

Please note that this solution might be irrelevant if it's outdated or not applicable to your case. We highly recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. If the problem persists, please open a new support ticket at WPML support forum for further assistance.

Symptoms:
Unable to parse data from service response.

Questions:
Why won't my localhost website accept the site key?
How can I resolve the 'Unable to parse data from service response' error?

Hi there.

Can you please review my colleague's recommendations on this topic in this public ticket and let me know if you can resolve this?

If you have already tried all of those, on WPML > Support > Installer support > can you please let us know if you see two green check icons at the top after you click the "check" button? Or are there any red X-ses instead of the green check icons?

If there are any red X-ses, can you please share your IP with me? There might be a block on our end for that IP.

I will be waiting for your response.

Hi there.

Thank you for the information.

I forwarded this to be checked by our Systems team to find out if there's a block for this IP on our end.

I will get back to you as soon as I have an update.
