Background of the issue:
I am trying to ensure that my website, which uses WPML, displays a header banner on all language versions. I am following the documentation at https://wpml.org/documentation/getting-started-guide/ to achieve this.

Symptoms:
The header banner is missing on the sub language version of my website.

Questions:
Why is the header banner missing on the sub language version of my website?
