This thread is resolved. Here is a description of the problem and solution.

Problem:
After cloning a site with CPanel and configuring new settings, the client attempted to reinstall WPML plugins using the OTGS installer. Despite selecting 'activate after download', the plugins did not appear in the installed plugins list.
Solution:
We recommend ensuring that the site URL matches the registered site URL in your WPML.org account. Here are the steps to resolve the issue:
1. Log in to your WPML.org account and go to the Sites page.
2. Delete the existing site key.
3. Log in to your site, navigate to Dashboard >> Plugins >> Add new plugin > Commercial tab and click the Unregister WPML from this site link if it exists.
4. Click the Register WPML link.
5. Click the Get a key for this site link to generate a new key.
6. Copy and paste the new key into the input box and press the Register button.
7. Take a backup of your site and try to install the WPML plugins again.
If the problem persists, please provide a debug report in the Debug Information box. For instructions on how to add a debug report, visit WPML Debug Information Guide.

If this solution does not apply because it is outdated or not relevant to your case, we highly recommend checking related known issues at WPML Known Issues, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. Background of the issue:
I cloned with CPanel the existing site on which WPML is running. After that I cancelled all content and the WPML plugins. I configured a new title and all other needed plugins. After that I installed the OTGS installer and opened it. After checking the desired plugins (WPML Multilingual CMS, String Translation, WPML SEO, Media Translation) I checked the "activate after download" and pushed the download button.

Symptoms:
After that I see brief "installing" messages but the plugins do not appear in the installed plugins.

Questions:
Why do the plugins not appear in the installed plugins after using the OTGS installer?
Is there a step I missed in the installation process of WPML plugins? Did something remain from the previous WPML installation?

Thank you for contacting WPML Support. This issue usually happens when the site URL and registered site URL are not the same e.g. with www or without www or the WPML is not registered properly. Could you please delete the existing site key and create a new one by following the below steps:

1. Please login to your WPML.org account >> Go to the Sites page: https://wpml.org/account/sites/
2. Delete the existing site key.
3. Please login to your site and go to the Dashboard >> Plugins >> Add new plugin > Commercial tab and click the Unregister WPML from this site link if that link exists.
4. Then please click the Register WPML link.
5. Click the Get a key for this site link.
6. It will generate the Key for your site.
7. Copy the key, and paste it back into the input box, and press the Register button.
8. Then, please take a backup of your site and try to install WPML plugins.

Hi Noman,
Thank you for your help.
WPML is now installed but I see the message "This copy of the site has the same content as the original site on hidden link, but it doesn’t have credits for automatic translation." However, this shall be a new site on a new domain with new content and new subdomains. I just cloned the other site to save time during setup. Currently, the translations point to the subdomains of the other site (I kept some pages like "contact us", "imprint" and "privacy policy").

Glad to hear you are able to install the WPML plugins now.
