Now, we just released a new plugin, that allows you to import and export WPML translation with almost any import plugin or export, but it is still in alpha version and not suggested for live sites yet. I would like to invite you to test it.
If you want to publish content in only one language, you can simply change the language in the top admin bar and create your content.
This will allow you to create original content in any active language.
Only take note, that if you want to use the "Translate Everything automatically" feature of WPML, then this will only work for content that originally was created in the site default language that is set up inside WPML.
With this new import plugin, you need to create import files that include language columns for the original source language, the target language, and the post status.
Then you run your import with your import plugin of choice and after that go to WPML→ Export and Import which will then set the language of the content and build connections.
If you wish I can offer a WPML test site on which we can test this with an example content from your site.
