Background of the issue:
I am trying to install WPML like we do on every site. The issue can be seen at this link: hidden link

Symptoms:
The WordPress REST API must be enabled for WPML to work correctly. REST API IS WORKING...

Questions:
Why is the REST API error occurring when it is supposed to be working?
How can I ensure WPML installs correctly with the REST API enabled?
