I checked the Footer 7 item, and it's set to use the WordPress Editor to create translations. Check the image attached.
That means you can adjust the translation directly using Elementor. Click the pencil icon or the spinning-arrows icon for each translation, click to edit with Elementor and adjust the links inside the Footer directly.

I suspect your theme ignores the different Footer languages, and always serves the default one. To verify that, I've created a Sandbox (a testing website), to check how it behaves there.
Please install only your theme there and let me know, I'll make the further tests. Please don't take any other actions, I only need the theme installed to proceed. You can access it here:

The theme indeed does not show the translations of the Footers. The only workaround, in this case, is to manually set the Footer for the translated pages.
