as you can see in image the lang attribute is in wrong locale.

According to our 2nd tier:

"That action (sending emails) is outside of the proper mail hooks of WCML, and thus while running an admin action (the admin updates the order) the locale is taken from the requests of the admin. This happens to be the default locale (SK). If the user (purchaser of goods from the site) was the one to trigger the action - the locale would've been switched by WPML on the proper mail hooks actions and it would've been the correct one (CZ)."
