The timer icon you're seeing indicates that the strings have been added to the translation basket and sent for translation, but no translator has picked up the job yet. Because the strings are already in the translation process, the option to add a translation isn't available in String Translation.
To resolve this, you can go to "WPML > Translations," take the string translation job, and start translating. Once the translation editor opens, you'll be able to add translations for each string.
Alternatively, you can cancel the translation job and translate the strings directly from the String Translation section. To do this, go to "WPML > Translation Management > Jobs," find the job labeled as "string," and cancel it by clicking the "Trash" icon. After that, you can go back to "String Translation" and translate the strings directly.
