Background of the issue:
I am trying to auto translate content on my website, but when the ATE is booted up we keep getting the following message ""This website is under heavy load (queue full). We're sorry, too many people are accessing this website at the same time. We're working on this problem. Please try again later.""

Symptoms:
Whenever we try to auto translate content we are seeing this message "This website is under heavy load (queue full). We're sorry, too many people are accessing this website at the same time. We're working on this problem. Please try again later."

Questions:
Why is this happening and can it be prevented?

The ATE is so slow and unusable on this site. Is this a known issue?

If we manage to bypass the (queue full) message then this is typically what we see (see attached image). This has been like this for over 15 minutes.
