Suggested workaround:
https://wpml.org/errata/toolset-plugin-cannot-connect-to-toolset-com-warning-even-if-toolset-is-not-installed/

The client does not want to use this workaround, as he does not want to register WPML again and lose credits. I informed them that we can fix this manually, but the client is asking for a different approach for a solution.

Expected: No banner

I would like to offer to have a closer look at the problem and request temporary access (wp-admin) to the website to investigate this issue further. FTP access is optional and not mandatory.

IMPORTANT
Please be sure to make a backup copy of the website and database before allowing us access.
If you can't see the wp-admin / FTP fields, your post and website credentials are set as PUBLIC. DO NOT publish the data unless you see the required wp-admin / FTP fields.

I have to install a plugin called "All In One WP Migration" to make a copy of the website where I can investigate the issue further. I will not make any further changes to your site, other than creating a package, downloading it, and then removing the package from your site.

I visited your site and I can not see any banner, that suggests registering Toolset.

Please send me a link to the admin page, on which I can currently see the banner.

You see that on the plugins page. It is there now, I just checked. Right on top of it.

I now clicked the banner away by clicking on the "x" on the top right of the banner.

Would this be an applicable solution for the issue?

Thank you. Just please let me know when you are done with copy so I can remove the extra admin login, specially as it is without 2FA. I am having constant attacks on this website recently.

Before we proceed, I have one more questions:

- Do you actually use the Toolset Types Plugins?

As far as I can see you did not create any custom post types, custom fields or templates using this plugin.

If you do not need the plugin then please deactivate and delete it and this will solve your issue.

The plugin is optional and not required to run WPML on your site.
