Background of the issue:
Our external Translation Service is trying to download XLIFF packages from the WPML hub for a translation job. We received a message from a member at our translation service stating that something is happening during file preparation. "On the last project, I thought it was a fluke and didn’t raise it, but I see it happening again."
Symptoms:
All languages are packaged up nicely except Chinese. When they download Chinese projects from WPML hub, the zip includes all other languages in addition to Chinese, and the name of the zip is not related to the job, it’s a system name.

Why does the Chinese project zip include all other languages?
Why is the name of the zip not related to the job?
