This thread is resolved. Here is a description of the problem and solution.

Problem:
You have installed WPML with a 'Multilingual Blog' license from an agency account and now wish to switch to a 'Multilingual CMS' license from your new personal account.
Solution:
1. Go to your wpml.org account profile and remove the key generated for the site you are attempting to register.
2. Navigate to Plugins->Add new->Commercial tab in your WordPress dashboard.
3. Choose to Unregister WPML or Register WPML and click on "Get a key for this site". This action will automatically generate a new key code for your site.

If this solution does not resolve your issue or seems outdated, we recommend checking related known issues at https://wpml.org/known-issues/, verifying the version of the permanent fix, and confirming that you have installed the latest versions of themes and plugins. Hi There,

Please go to your wpml.org account profile and remove the key generated for the site you are attempting to register

Then go to Plugins->Add new->Commercial tab
Unregister WPML or Register WPML and click on "Get a key for this site"

This will automatically generate a key code for your site
