This thread is resolved. Here is a description of the problem and solution.

Problem:
If you're unable to disable sticky posts on your website and have noticed that disabling WPML resolves the issue, it's likely related to the translation settings for "Posts".
Solution:
We recommend changing the Translation preference for "Posts" from "Not Translatable" to a different setting. A known workaround for this issue is detailed in our Errata. Please follow the instructions provided in the link below:

I am trying to disable the sticky posts in my website and it is not working. I can't disable them. I have found it is a WPML issue, because when i disable WPML everything works fine.

I understand the problem you are experiencing and want to let you know that we are already aware of this issue. This issue mainly happens when the Translation preference for "Posts" is set to "Not Translatable."
