This thread is resolved. Here is a description of the problem and solution.

Problem:
The client is trying to register WPML but receives an error message 'Unable to register: Site key not matching'. The client has followed steps from a forum topic but the issue persists, and the WPML option is not visible in the sidebar because the plugin is not registered.
Solution:
1. We asked the client to provide WPML Debug information by following the instructions here: http://wpml.org/faq/provide-debug-information-faster-support/.
2. We suggested that the issue might be related to the use of the OTGS installer and provided the following steps:
- Disable the OTGS installer and create a full website backup.
- Download the WPML plugin manually from https://wpml.org/account/downloads/ by clicking the button at the bottom of the page.
- Navigate to the website's backend > Plugins > Add new > Upload plugin, then upload the zip file, install, and activate WPML.
We asked the client to let us know how things go after following these steps.
If this solution doesn't look relevant, please open a new support ticket at WPML support forum.

I am trying to register WPML and getting message "Unable to register: Site key not matching";

Link to a page where the issue can be seen:hidden link.

Couple times repeated steps from https://wpml.org/forums/topic/unable-to-register-site-key-not-matching-15/ , but issue still not solved.

Hi Mihai,

The instructions you provided say to go to WPML -> Support on the left sidebar. However, on the sidebar, I don't even have WPML because the plugin is still not registered.

Hi there.

It seems that you are using the OTGS installer. This could also be the reason why you are experiencing the site key issue because sometimes, depending on the server settings, things don't work as expected.

Please try this instead and let's see if there's any difference:

1. Disable the OTGS installer and create a full website backup
2. Go here (https://wpml.org/account/downloads/) and download the WPML plugin (click the button at the bottom so that you can manually download the plugin)
3. Go to your website's backend > Plugins > Add new > Upload plugin > upload the zip file, install and activate WPML

See if it works like that.
